Шаг 5. Доведите до исполнителей критерии эффективности.

Дайте понять исполнителям, какие критерии эффективности находятся на контроле, почему они важны для организации и к чему приводит невыполнение определенного показателя.  Свяжите систему контроля с системой мотивации: определите финансовые меры (как позитивные, так и негативные) для обеспечения выполнения показателей.

Выделите для себя аналогичные показатели, показывающие эффективность вашей работы в рамках функциональной области.

Шаг 6. Получите целостную картину.

Для принятия эффективного решения сведите данные по контролю этапов, системе мотивации и основных параметрах эффективности вашей функциональной области.  Такие сводные данные должны быть достаточными для принятия решения и оперативного контроля процессов.

Шаг 7. Создайте внутреннюю конкуренцию.

Убедитесь, что все сотрудники имеют доступ к информации о результатах своей эффективности и эффективности своих коллег. Такой шаг будет стимулом к развитию внутренней конкуренции. Обучите сотрудников тому, как осуществлять процедуры для повышения производительности производства.

В настоящее время где-то на втором плане, фоном прокручиваю в голове один и тот же вопрос.  Решил изложить его в словах — говорят помогает.

Должна ли информационная система, а в частности система автоматизированного управления производством, обладать инструментами запрета? Например должна ли она обеспечивать лимитирование отпуска материалов, запрещать перепроизводство ДСЕ по количеству, контролировать нормативы по закрываемым нарядам и доплатным листам? Или правильнее было обеспечить планирование, учёт и сравнение плана с фактом, а уж запреты, поиск и «поощрение» виновных оставить вне компьютеров?

Дело в том, что контроль нормативов и перепроизводства системой (использование лимитно-заборных карт, возможность отчитаться и получить зарплату только за запланированные объёмы и номенклатуру) возлагает на сотрудников, принимающих решение «разрешать или нет» дополнительную нагрузку. То есть с внедрением такой контролирующей автоматизированной системы управления производством прибавляется работы как для лиц, принимающих решения (как правило руководители среднего звена, сотрудники ПДО), так и для рабочих, мастеров, распредов. Нельзя взять материал с запасом, что бы три раза не бегать. Нельзя кусок трубы списать на один заказ, а деталей наточить на три разных, нельзя закрыть наряд на восемь валов, если в плане их всего два, нельзя спрятать брак. Это заставляет внимательнее планировать свою работу, аккуратнее вести учёт, чаще выполнять переналадки или оптимизировать их. А в обоснованных случаях — оформлять запуск в производство дополнительных партий ДСЕ для планирования и учёта перепроизводства, изменять нормы, согласовывать документы на сверхлимитный отпуск материалов, вносить сведения о типовых случаях в систему (например, указывать минимальную партию запуска для некоторых деталей).

На практике в таких случаях мнение пользователей практически единодушно: «нам такая система не нужна». И они правы! Она нужна выгодоприобретателю: тем, кто заинтересован в снижении затрат, увеличении рентабельности, интенсивном пути развития предприятия. Тем, кто вкладывает свои деньги и хочет получать с этого прибыль.

Поэтому для себя я делаю вывод о том, что если на предприятии, автоматизирующем производство, не заявили о себе эти самые «выгодоприобретатели», то для повышения вероятности успешного завершения проекта автоматизации и сокращения затрат на проект (как со стороны исполнителя, так и со стороны заказчика) в системе автоматизации должны быть предусмотрены «выключатели» лимитирования отпуска материалов материально-производственных запасов  и запрета перепроизводства ДСЕ, а так же развитая система отчётности по сравнению плана и факта.  Это должно облегчить автоматизацию. Хотя от управления производством может остаться только планирование (не очень достоверное) и учёт. Раздельно. А функция управления будет размыта и смещена вниз на уровень мастера и рабочего.

6 августа на Муромском заводе радиоизмерительных приборов выполнил приятную миссию от АСКОН — вручил артефакты премии (диплом и ценный подарок) «Двигатель прогресса – 2014» начальнику бюро автоматизации производства отдела АСУП Катковой Елене Александровне.

То есть диплом нашел героя «За вклад в развитие системы ГОЛЬФСТРИМ» через целых 2 месяца. Но главное, что нашел.
Вручение (и соответствующая случаю краткая речь) было сделано в присутствии всех сотрудников отдела — а это приличное количество народу, абсолютное большинство из которых (несмотря на давние высказывания некоторых «экспертов-комментаторов» IT-новостей) не имеет никакого отношения к внедрению ГОЛЬФСТРИМ на заводе. На неофициальной фотографии представительскую функцию всего отдела выполнил его начальник Самоделкин Андрей Юрьевич.
Еще раз благодарю Елену Александровну за продуктивное сотрудничество по технической части ГОЛЬФСТРИМ и самое главное — за активную конструктивную жизненную позицию. Которая и есть движущая сила прогресса.

В рамках прошедшего Форума «Белые ночи САПР 2014» была представлена новая версия системы автоматизированного управления производством ГОЛЬФСТРИМ 2014. В продаже новая версия с 1 июня 2014 г.

Что на наш взгляд вам должно понравиться в ГОЛЬФСТРИМ 2014:

Номенклатурные планы.
Добавлена возможность интерактивного анализа загрузки производственных мощностей.
Реализована возможность создания цепочки взаимосвязанных номенклатурных планов выпуска, что позволяет:
— снизить трудоемкость учета взаимосвязи номенклатурных планов;
— обеспечить фактическую взаимосвязь планов производственных подразделений.

Расчет дат запуска и изготовления деталей и сборочных единиц возможен несколькими алгоритмами:
— расчет по классическому алгоритму MRP;
— расчет по группам опережения партий в производственном цикле изготовления изделия;
— расчет посменного плана рабочих центров с учетом загрузки производственных мощностей.

В новой версии ГОЛЬФСТРИМ значительно расширены возможности управления потоками материальных ресурсов в производстве. Добавлены инструменты ведения позаказного учета остатков МПЗ и организация адресного хранения в складских подразделениях, ведения экземплярного учета.

Групповое управление производственными спецификациями. Данный инструмент позволяет дополнять и обновлять информацию производственных спецификаций:
изменять применяемость ДСЕ;
изменять, добавлять заготовку;
редактировать данные об основных и вспомогательных материалах;
править межцеховый и операционный маршруты и др.

Использование ДСЕ в других заказах.
В ГОЛЬФСТРИМ 2014 предусмотрен специальный инструмент, позволяющий использовать для выполнения заказа, готовые или изготавливаемые ДСЕ, другого заказа. При закреплении ДСЕ за другим заказом пересчет понесенных фактических трудовых затрат выполняется автоматически. Кроме того, система сохраняет сведения о том, откуда и куда было проведено изменение.

В мае подготовлена функциональность ГОЛЬФСТРИМ для учета незавершенного производства (в суммовом выражении) по заказам согласно требованиям учетной политики завода. Работы выполнены исключительно в рамках проекта внедрения ГОЛЬФСТРИМ в ОАО «МЗ РИП».

В работах по учету НЗП задействованы различные специалисты завода: цеховые экономисты и бухгалтеры, специалисты центральной бухгалтерии, кладовщики цеховых кладовых, диспетчеры ПДБ, операторы отдела АСУП. На текущий момент сбор данных по НЗП выполняется в ручном режиме с помощью ежемесячного заполнения и обсчета книг НЗП.

Подготовленная функциональность частично повторяет существующий процесс, однако исключает счетную операторскую работу и значительно снижает общую трудоемкость процесса за счет:

(а) автоматизированного учета остатков НЗП в кладовых цехов;

(б) автоматизированного расчета сумм НЗП по заказам и по предприятию в целом;

(в) автоматизированного формирования требуемой отчетности.

На июнь запланирован старт опытной эксплуатации контура учета НЗП в пилотных  подразделениях завода.
